What this is not

MoC Mate is a record-keeping and evidence tool. It is not connected to, or endorsed by, the NSW Resources Regulator. It does not perform an official audit and it does not determine whether you are compliant. What it does is make sure that when someone asks for your records, you have them.

What the scheme asks

What the requirement actually asks of you

Plain English, no tables. What the scheme asks of you, why the app splits your hours the way it does, and where to go for the official numbers.

Your statutory function sets the target

Your function decides how many hours you need across the five-year cycle, and how much of that has to be formal learning. There is also a limit on how much of your total can come from any single certificate year, so a burst of hours in one year will not carry the whole cycle. The app holds the current figures for your function and does the arithmetic as you log — this page deliberately does not restate them.

Hours figures live in one place only: the app, and the Regulator’s own guide. This website quotes no hours target and no per-year cap — so a scheme update never leaves the site wrong.

Groups of Competence

Min 33%

Group 1 · Mining & WHS systems

At least a third of your total hours must come from this group.

Min 33%

Group 2 · WHS legislation, emergency management, leadership & management

At least a third of your total hours must come from this group.

Max 33%

Group 3 · General WHS

No more than a third of your total can come from general WHS. Hours above that are logged but not counted.

Evidence is what an audit actually looks at

Every learning type the scheme recognises has an expected piece of evidence behind it — a certificate, an assessment result, a signed report, a reading log. MoC Mate attaches that file to the entry that earned the hours, so the record and its proof travel together. The Regulator’s guide is the authority on which activity types count and what evidence they expect; the app carries the full list, kept in step with the guide version it cites.

Formal learning

Courses, tertiary study, assessed in-house training, OEM training, learning from disasters.

Informal learning

Reading, presenting, mentoring, committee work, inspections, emergency exercises.

Where the list lives

In the app, on the Log Activity screen — with the guide version shown on Progress.

The fine print

MoC Mate is a record-keeping and evidence tool for holders of NSW mining statutory functions. It does not certify that you are compliant and it is not an official audit. Its requirement data is built from the NSW Resources Regulator’s maintenance-of-competence guide D25/82573; confirm any figure against the current official page before you rely on it. Your certificate of competence, and the conditions attached to it, remain yours and the Regulator’s business, not ours.
